It is a horizontal road sign, code V 2c, and its meaning is Denotes a lane used alternately for one and the other direction of travel; if the lane is not used in this way, the sign has the same meaning as the signs V 2a and V 2b “Longitudinal dashed line”.
Simply put, where you find this double dashed line, you can expect to have two lanes going out of town and one going into town, for example on a Friday when people are fleeing for the weekend. Conversely, on Sunday, when everyone returns, there will be two lanes leading into the city and one out of the city at the same place.
However, this applies rather to selected countries (cities) within the EU, in our country these lanes are mostly only encountered in tunnels, which is also confirmed by specialist Pavel Greiner from the King Driving School, who usually draws attention to these double interrupted lanes when passing through the Strahov Tunnel.

Yes, although we usually have tunnels, one for the direction there and the other for the direction back, however, if one of the tunnels is being maintained, the other can be used for two-way traffic. And a dashed double line and also light signaling, for example green arrows and red crosses, will help with this.
It is therefore convenient to follow signals or surrounding traffic outside the lines, which comes in handy especially where you so-called do not know it. The journey in the opposite direction is often very easy and does not always end with just a horn or a vulgar gesture from a surprised oncoming driver.
