The Austrian proposed 33 measures in connection with the shooting at the faculty in Prague


Minister of the Interior Vít Rakušan (STAN) today introduced the State Security Council (BRS) with a proposal for 33 measures in connection with the evaluation of the intervention in last year’s shooting at the Faculty of Arts of Charles University (FF UK). They concern the Ministry of the Interior, the police, firefighters, but also the ministries of health and education, Prime Minister Petr Fiala (ODS) told journalists after the BRS meeting. Last December 21, 14 people lost their lives and 25 people were injured during the shooting in the FF UK building in the center of Prague. The Austrian will still negotiate with coalition partners and Finance Minister Zbyňek Stanjura about the amount and requirements for strengthening security.

The Austrian was given the task by BRS to develop the proposed measures by June 26, added Fiala. According to the prime minister, they include improving the analytical tools of the police, checking current procedures and training. They also concern awareness and education in the area of ​​soft targets, and the firefighters are to prepare a new way of quickly informing the population.

The interior will prepare trainings and seminars and, together with the Ministry of Health, will ensure consistent digitization of systems and linking of registers in connection with the new weapons legislation. The Ministry of Education, Culture and Science will develop safety standards for universitieswill provide training and continue to provide psychological assistance at universities, added Fiala.

The Ministry of the Interior stated in a press release that these are measures that do not require fundamental conceptual changes. A significant part can be done this year or next year. For the police, they also include, for example, the retrofitting of selected units with weapons and ballistic protection, and the interior also wants to ensure more consistent and effective psychological examinations of gun license holders. A communication campaign with the theme of mental health is also expected.

The BRS meeting was also attended today President Petr Pavel. “Certainly he’s going to comment on how he views those things at his own discretion,” Fiala said. He appreciated that Pavel accepted the invitation and used his right to participate in the meeting of the cabinet and the Security Council today. “It expresses the president’s interest in key strategic decisions and security, it was an important signal to the public that the main constitutional officials are communicating with each other and have a common interest in the good future of the Czech Republic,” he added.

According to the Austrian, Pavel thanked the rescuers and the police. He took note of the presented materials and considers it important that the government strives to increase citizens’ sense of security. With his presence, Pavel gave weight to the fact that the government takes internal security very seriously and will really take the preventive steps it can take, the minister believes.

The Austrian emphasized that the police had prepared for a similar type of event in the past. The series of measures will build on, among other things, the concept of the protection of soft targets from 2017. “In a way, we continue to develop them, today we made available the first summary material and the police will develop it,” he said. According to him, the budget costs will be calculated in more detail in June.

A new effective tool for sending out warning messages is also being prepared acute danger, added the Austrian. “Now it’s available to the fire department, it can be shared by the police, but we’re going to talk about newer and better technology where the message will appear right on your phone screen,” he said. Ministers will negotiate this with mobile operators.

An internal police review previously found that officers during the intervention and during the previous search for the suspect they did the right thing, but crisis communication with school representatives should have been better. During the search for the student due to his possible suicidal intentions, they did not inform the faculty management, but only the school staff present.

After today’s extraordinary meeting of the Security Council of the Government, to which he went with a proposal for three billion crowns, he told journalists that the increase in the chapter must come from the government’s negotiations. Where the money should go, he presented the council members in a very general way. Prime Minister Petr Fiala (ODS) recalled the limited budget at the press conference.

According to the Austrian, the sum of three billion crowns, as he spoke about it on Monday, was preliminary. He will announce the final amount only after further negotiations. “We will look for options only at the ministerial meeting, where Finance Minister Stanjura will be present,” he stated. Fiala reminded that the government decided today on four billion crowns for regional education and universities. “We will have to consider what is needed as a result of current events, where to add, where to take away,” he stated.

The measures to strengthen internal security are a response to the shooting in which 14 people died at the Faculty of Philosophy last December 21, the shooter took his own life. The Security Council today evaluated the intervention and the first draft of new measures. One of them is supposed to be an increase in the number of first-line police patrols from the current 210 to 241. Proportionately, additional equipment must be taken into account, said the Austrian. The press release of the Ministry of the Interior talks about the retrofitting of selected units with weapons and ballistic protection, the development of training for first-line patrols, intervention and special units, or the improvement of analytical and search capabilities in the information systems used by the police.

According to the ministerial proposal, firefighters should revise which institutions should have digital documentation of buildings available for possible police intervention. The measures also include the introduction of a system for warning and informing the population and updating the rules and exercises for operating the Emergency Communication Center on line 112.
