French President Emmanuel Macron’s European Political Community project is to include “all democracies on the continent”, including Ukraine and other states that are applying for EU membership.

A question mark still hangs over the participation of Turkey, an official candidate for EU membership. Ankara has long-standing diplomatic disputes with Greece and Cyprus. Michel added that the EU “should invite Turkey”, but he wants to make sure that there is support for this from all colleagues.

In mid-June, Prime Minister Petr Fiala, after a meeting with the President of the European Parliament, Roberta Metsola, stated that the summit could concern the post-war reconstruction of Ukraine. Fiala would also like Ukrainian President Volodymyr Zelensky to attend the meeting in person.
