Ukraine will be in the EU single market and in the roaming zone

“We will bring Ukraine into our free European roaming zone,” announced von der Leyen already on Wednesday in her State of the Union address.

The European Roaming Zone allows member countries to regulate the prices of mobile operators’ services. When traveling to EU countries, citizens of EU countries do not have to pay additional fees. Ukrainians could also benefit from these advantages in the future.

“And by building on all this, the Commission will work with Ukraine to ensure seamless access to the single market,” said the President of the European Commission.

Von der Leyen did not specify when exactly Ukraine will enter the EU’s roaming zone or when it will get access to the single market.


She discussed the details with Zelensky during her visit to Kyiv on Thursday, the third since the start of Russian aggression.

As a sign of gratitude, the President of Ukraine awarded her a commemorative paving stone on the Walk of the Brave. Czech Prime Minister Petr Fiala or leading Polish politicians Andrzej Duda and Mateusz Morawiecki already have their place there.

In her speech on the state of the Union, the head of the EC also recalled the reaction of the 27th to the Russian war in Ukraine, which provided military and monetary aid in solidarity with the attacked country or imposed sanctions on Russia and persons associated with its regime.

“The Russian financial sector is on life support. We cut off three quarters of the Russian banking sector from international markets,” she recalled. “Nearly thirty thousand international companies have left the country (Russia). Car production fell by three-quarters compared to last year. Aeroflot is grounding planes because they are running out of spare parts. The Russian army takes chips from dishwashers and refrigerators to repair military hardware because it is running out of semiconductors,” the politician listed.

“Courage has a face, that of the Ukrainian men and women who oppose Russian aggression,” von der Leyen noted. She also addressed the first lady of Ukraine Olena Zelenska, who participated in the speech in the European Parliament. “Dear Olena, it took enormous courage to defy Putin’s cruelty. And you found her. And a nation of heroes rose. (…) Ukraine is strong because people like your husband, President Zelensky, stayed in Kyiv to lead the resistance – together with you and your children, dear First Lady,” the head of the commission paid tribute.

In her State of the Union speech, von der Leyen also announced cooperation with the first lady of Ukraine, as part of which she will send the country 100 million euros (2.4 billion crowns) to rebuild destroyed schools and the education system. She also spoke about the Union’s current problems, especially the energy crisis and concrete plans to manage it (eg measures to stop the rise in gas and electricity prices). Von der Leyen also reminded that the EU is preparing to send an additional 700 million euros (over 17 billion crowns) to the economies of the member states.
