Health Minister Vlastimil Válek (TOP 09) discussed medicines, the situation regarding overtime and doctors’ remuneration, and the strengthening of primary care during a meeting with President Petr Pavlo on Thursday afternoon. He told reporters after the meeting. He reiterated that the fact that some doctors have quit working overtime since December may mean the postponement of certain types of procedures. According to Válk, however, acute care is not under threat.

According to the Senior Director of the Legislation and Law Section, Radek Policar, the Ministry of Health offered doctors in state hospitals a salary increase from January 2024 at a meeting on Wednesday. It also wanted to guarantee a minimum salary instead of increasing the salary tables that the protesting doctors requested. Their representatives and unions rejected the proposals, according to the vice president of the Czech Medical Chamber, Jan Přáda, they only concerned some doctors. They will meet again on November 13.

“The reason for the termination of overtime was the unfortunately adopted Labor Code, but we corrected that,” Válek said. The doctors requested an amendment to the Labor Code, which doubled the amount of possible voluntary overtime work to 832 hours per year from October this year and effectively made the usual 24-hour stay at the workplace impossible.
“There are more and more demands that are, of course, legitimate, but not always immediately feasible on a large scale,” Válek said. His office is preparing laws on health insurance and doctors’ remuneration. “We want to distribute the money that the insurance company currently has as much and as fairly as possible, we certainly do not want any destabilization to occur. On the other hand, we cannot keep the state in debt,” noted the minister.

“I explained (to the president) that I believe that it would be better to strengthen not completely across the board, but it is necessary to concentrate on the fields where there is the greatest load,” stated Válek.

The ministry is discussing proposals with doctors on how to distribute the 6.8 billion crowns set aside in the health insurance system to increase the remuneration of medical professionals.
According to Válek, it is important that the basic salaries of doctors increase and that they do not have to earn through agreements or overtime in other hospitals. According to the minister, the only option is shift operation.
The Minister of the President also asked for maximum support for strengthening primary care, the number of general practitioners and doctors for children and adolescents, so that every citizen has their own doctor with whom they have registered. He also spoke briefly with Pavel about the electronicization and digitization of the healthcare sector.
