An extraordinary one-day summit of the European Union is being held in Brussels today, the main topic of which is financial and military aid to Ukraine. Although intense negotiations took place in recent weeks, one country – Hungary – still has reservations about the so-called Ukrainian facility, i.e. the provision of 50 billion euros (1.2 trillion CZK) from the revision of the EU budget. Today’s meeting will show whether it will be possible to reach an agreement with the entire group of twenty-seven. Prime Minister Petr Fiala will represent the Czech Republic at the summit.

Budapest initially requested that long-term Ukrainian aid be decided outside of the so-called revision of the multi-year financial framework, i.e. the EU budget for the years 2021 to 2027. However, the advisor to Hungarian Prime Minister Viktor Orbán admitted at the beginning of this week that Hungary is ultimately open to the option that the EU provided aid to Kyiv from its budget. However, the country sets additional conditions, for example that provisions will be added to the agreement that will give “Budapest the possibility to change its mind later”.

According to the latest draft conclusions from the summit, EU leaders will propose holding an annual debate on how Ukraine handles EU money at the extraordinary European Council. This would not give Hungary the right to veto the finances, but it could allay his fears. Today’s meeting will show whether it will be enough for the Hungarian Prime Minister.

In addition to financial aid to Ukraine as part of the revision of the EU budget, today the member states will also discuss increasing funds in the so-called European Peace Facility (EPF) by five billion euros (CZK 124 billion), with the understanding that this money should only be used for military aid to Ukraine . As the Politico website wrote, Hungary eventually also agrees to the strengthening of this aid, however, on the condition that its contribution goes to “non-lethal equipment”.

It is also expected that the subject of the debate will be the situation in the Middle East, especially the conflict between the Palestinian movement Hamas, which the EU considers a terrorist organization, and Israel. Due to some different opinions of the member states, however, there will probably be no conclusions regarding this part of the negotiations.
