However, the authorities do not know how to deal with such people better because of the leaky legislation. All they have to do is let the constables or policemen pacify the aggressive drunk, load them up and take them to the detention center.

The Sokol capture alone costs a total of approximately nine million crowns per year from taxpayers’ pockets.

Patrik Pizinger (Místní), the mayor of the 14,000-strong town of Chodov, knows very well about the fellow citizen “with a temporary residence” at the Sokolov detention center. Similar to how most locals know him.

“He gets drunk and annoys people. He doesn’t respect public order,” the mayor of Chodov described the record holder in the number of detentions.

“He’s a bad person, and when he’s drunk, he’s very aggressive,” Pizinger continued, adding that sometimes the person will even call an ambulance himself, but in most cases he’ll be taken into custody by law enforcement because he’s harassing or even attacking local residents. .

“It’s strange that the system can’t treat him, because he belongs 100% in psychiatry,” shrugged the mayor of the fifth largest city in the Karlovy Vary region. “He is a hard alcoholic, homeless for many years,” he added.

“He’s grieving, I don’t know if he’s on welfare, he just always gets drunk. When he’s sober and someone doesn’t know him, he looks like Švejk from Hrušínský, so he gives the impression that he’s a nice gentleman, but in reality he’s a broken individual,” Pizinger noted, adding that the drunkard should be treated for alcoholism.

“It’s a matter that the current society is completely unable to solve,” said Karlovy Vary Governor Petr Kulhánek (for STAN).

“Certainly, seizures will be the subject of discussions at the association of regions within its health commission, because we are not the only region that is struggling with this. It would therefore be good for all regions to agree on a unified position, which would be further discussed with the Ministry of Health,” revealed Kulhánek.

According to him, the solution would be if there was a legislative possibility to order these people to receive institutional psychiatric treatment.

The question is whether it would always help. An unsuccessful example can be the many-year-old case of a former homeless woman from Karlovy Vary, who was called Olinka. She also drank alcohol uncontrollably and was often aggressive when it was not her way.

“She managed to get into a psychiatric hospital through a very complex legislative process,” recalled Kulhánek, who was also the mayor of Karlovy Vary.

“But after half a year she returned there and it got into exactly the same tracks. It is a problem of these individuals that is not completely solvable,” he concluded.
