A Czech senior citizen living in the USA found out, when applying for a pension in Czech Republic, that the Czech Social Security Administration (SSZ) does not have his registered pension certificate from his last employer. He therefore lacked proof of the nine years of employment before his emigration in 1984.

SSZ could not take this period into account when calculating the pension. In the case of an occupational accident, the ombudsman confirmed that the social security administration did not make a mistake, on the contrary, it intensively tried to trace the period of employment. I can’t sleep. The ombudsman approached the Archive of Security Units in the matter, where he succeeded in his search.

The irony of fate is that in the end, the builders were helped first by the signs of the socialist state department. After his emigration in the mid-1980s, the communist State established security on my cell and also filed for his employer’s release. In the end, this issue was the only proof of employment that could be found, Keek summarized the unusual incident. Thanks to the help of the ombudsman, a woman in the USA has increased her pension from the Czech Republic more than threefold. From the original 1,300 requested, the case is not 4,100 crowns.

According to the ombudsman, a similar pattern in the Archive of security units is an exception. The probability that even in this archive there will really be evidence of the missing period is very small. That is why the Social Security Administration cannot contact the archive when the applicants for the pension mistakes were made before 1989. The exception is the cases of people who know that the State Security has been watching them. If there is visible evidence, they can contact the archive themselves or suggest it to SSZ.

The basic proof of the pension period is the registered pension slip, which the employer must send to the SSZ. If, as in the case of this error-maker, the applicant for the debt may also take out other evidence. An employment contract, an agreement on the termination of an employment relationship, a report from an employment relationship, confirmation of employment or salary slips and payslips can be used for this purpose.

At least two witnesses and an applicant for a pension will be lost. A builder who emigrated from Slovakia in 1984, but he didn’t have any of that at his disposal. He had not been in the Czech Republic for 40 years and had no idea where to look for his former colleagues to provide him with an Estonian overview.

The SSZ failed to trace any records, such as payrolls, either in the Archives of the capital city of Prague, or in the private archives where the personnel documentation of the now non-existent employer was supposed to be stored. After the ombudsman of the SSZ first sent the employer about the employment history determined by the National Security Agency, the social security department evaluated this evidence as favorable and recognized the employer as missing time.
