Detectives from the National Central Office against Organized Crime have additional evidence of criminal activity in influencing public contracts for hospitals in Ústík and Jihlava.

They have already received testimony from four of the ten accused, who fully or partially confessed to what they were accused of during the interrogation. Three sources who are familiar with the course of the investigation told Seznam Zprávám that it involves the former deputy director of Regional Health Pavel Voral and three businessmen: Miroslav Hůserek, Robert Ludvík and Radomír Bureš.

State representative Lukáš Jindra, who supervises this case, did not want to comment on it. “I will not comment on the procedural position of the individual accused at this time,” wrote Seznam Zprávám Jindra.

But the prosecutor admitted that a plea deal would be made with some of the accused. This happens precisely in cases where he confesses to criminal activity. “In the future stages, at least for some of the accused, I expect to enter into a plea agreement,” added Jindra.

The mentioned Seznam Zpráv sources also stated that Voral began to testify shortly after his arrest. His testimony is important to the police. The former commercial deputy was charged because, according to the police, he influenced competitions so that a company selected by an organized group won them and then collected bribes for it.

However, attorney Jan Švára, who represents Voral, stated that he does not have permission from the client to comment on the case in any way. “With regard to the obligation of confidentiality imposed by law, I cannot provide you with any information on the matter,” Švára wrote.

And even another lawyer, Tomáš Zlesák, who defends businessman Hůserek, did not comment on the information that his client had partially confessed to criminal activity. “I was not exempted from confidentiality by the client in this case,” said Zlesák.

Miroslav Hůserek, as well as the other accused Robert Ludvík, represented the company Radix CZ, which won orders from hospitals in Ústeck and Jihlava and supplied them with equipment. According to the detectives, the two accused may have participated in the preparation of the procurement documentation from the document that Seznam Zprávy was able to see. Then, on their recommendation, such technical specifications were inserted into it that this company won the tenders.

For which both Hůserek and Ludvík – as the police also claim – provided bribes. “He provided unauthorized monetary consideration to selected members of the organized group, through cash and non-cash monetary transactions,” the police wrote in the indictment of the two men.

According to the police, which contracts were bribed?

  • Waste management for Regional Health (the total value of the orders was 197 million crowns without VAT). According to the police, the handover should have taken place gradually bribes in the amount 13.8 million crowns.
  • Maquet Magnus operating table (total contract value 6.6 million crowns without VAT). Police documented the handover a bribe of 580,000.
  • Operating theaters for Regional Health (the total value of the orders was 20.5 million crowns without VAT). Police documented the handover bribe 216 thousand.
  • Endoscopic equipment of the lung hospital Most (the value of the contract was 1.5 million without VAT). Police documented the handover a bribe of 186,000.
  • Cordless operating drills for the Jihlava hospital (the value of the order was 6.086 million without VAT). Police documented the handover a bribe 736 thousand.
  • Delivery of knee joints and other medical equipment for the Regional Health Service. Police documented the handover a bribe of 1.8 million.
  • Defibrillators with monitor (the value of the order was 9.4 million without VAT) for Jihlava hospital. The police documented the handing over of the bribe 1.1 million.

As mentioned, the police charged a total of ten people in this case. Five of them, including the former head of the Krajská zdravotni hospital company Petar Malý and director of the Jihlava hospital Lukáš Velev, ended up in custody after the court’s decision. However, except for the main figure in the case – businessman Tomáš Burian – four accused have already been released.

The police also documented that the members of this group were supposed to share bribes, for example, for the supply of equipment for laparoscopic operations, endoscopes, defibrillators, ventilators, operating tables or surgical drills. As Seznam Zpravy already wrote, the police filmed the handing over of money. And that’s thanks to the camera they installed directly in the apartment in Prague’s Opletalová Street, which was rented by businessman Burian.
