“In 2023, the trend started by the coronavirus pandemic, when the so-called anti-system movement dominates the extremist scene, continued. Its representatives do not trust the democratic system, often express admiration for the Russian regime and do not respect the state and its institutions,” said Adam Rözler from the Department of Communications of the Ministry of the Interior to the annual report.

Among the topics that the movement deliberately abused, according to the Ministry of the Interior, are price increases, the energy and migration crisis, Russian aggression in Ukraine or the conflict in the Middle East.

“This movement exploits the fear of people who are dissatisfied with the economic or political situation or are scared of inflation. He often offers them simple, radical and pleasing solutions,” said Deputy Prime Minister and Minister of the Interior Vít Rakušan (STAN).

According to his office, the weakness of this movement is its fragmentation and the absence of any political program. “Nevertheless, some activists managed to gain the trust of disaffected citizens, mostly middle-aged and older, through various misinformation and conspiracy theories,” says the insider.

According to the annual report, last year the majority of racist and xenophobically motivated expressions, especially in the online environment, were directed in particular against migrants, Roma, Ukrainians, Muslims, Jews or the LGBT+ community.

“For example, in connection with the conflict in the Middle East, the police initiated criminal proceedings in several cases for manifestations of anti-Semitism. The security forces also increased the protection of Jewish buildings in connection with the conflict,” the interior wrote.

“Their representatives used real events to inflame tensions. At the same time, they often invent the conflict events themselves, or take them from other sources,” said the Austrian’s office.

According to the annual report, the anti-system movement is made up of various protest groups, where a number of politicians and activists sought the favor of disaffected citizens. For this purpose, they organized public meetings and toured Czech cities.

“They used disinformation and conspiracy theories to gain supporters. They received active support from the quasi-media scene. Some of them express sympathy for the Kremlin regime,” the insider stated.

According to the department, the idea that the Czech Republic is not a legitimate state was spreading within the anti-system movement. According to this conspiracy theory, there was an illegal disintegration of the Czechoslovak Federal Republic. The current Czech Republic is therefore illegitimate and its citizens should not be subject to Czech laws and should not be obliged to follow the instructions of the Czech authorities. The most famous supporters of this invention became the members of the Association of Legitimate Creditors of the Czech Republic, the interior explained.

In the Czech Republic, supporters of the concept of so-called sovereign citizens, according to the report, focused on coercive actions against the authorities, or ignoring their calls. Some of them publicly showed their disrespect for the Czech state and its institutions. They referred to the Czech Republic as a “corporation” with which it is possible to terminate a “contract” and become completely independent of it.

“The culmination of their activity became excesses in the courts, when these persons tried to block specific trials with the accused, who were portrayed as victims of an illegitimate system,” the ministry said.

An example for all were last May’s riots by supporters of the former journalist Jana Peterková, on whom the Municipal Court in Prague definitively imposed a two-year suspended sentence for spreading an alarmist message during the covid-19 pandemic. Dozens of her supporters tried to get into the meeting hall and some of them even broke down the entrance door.

“The police have charged eight people who took part in the riots in May during the trial of former journalist Jana Peterková with rioting crimes. Five of them were charged with violence against a public authority and one person with contempt of court. Subsequently, they submitted a motion to file charges against seven persons, for the eighth person it was not possible due to the state of health,” the interior explained in the annual report.

In 2023, the police dealt with a total of 181 hate crimes, which was 32 more than the year before. She clarified less than half of them, a total of 83 deeds.

It accused 98 people of acts with a hateful undertone, most often it was a crime of violence and threats against a group of residents and against an individual, 23 people were prosecuted. The most hate-motivated acts and the most prosecuted persons were registered by the police in Prague, where they charged 47 people.

Last year, according to the report, a total of 90 people were indicted and 50 people were convicted for crimes committed due to racial, national and other hate motives.

Left and right-wing movements in decline

The annual report also notes that both left-wing and right-wing movements, and even the communists, fell into a major depression last year in terms of influence on the public.

“Anarchist collectives have completely lost social relevance. The closed community of anarchists stagnates, it does not grow with new members. Its efforts to appeal to a wider audience are diffuse, ill-conceived, haphazard and unsuccessful,” the insider noted, noting that anarchist collectives faced “absolute lack of public interest.”

The conflict in the Middle East is said to have brought a certain revival for anarchists. At the same time, some of them, according to the interior, condemned both the actions of the Israeli state and Hamas, saying that it is necessary to overthrow their representatives.

According to the department, the same thing about the public’s disinterest also applies to right-wing extremists. “Essentially, they realized themselves only within their subculture. Their mobilization potential is low, moreover, it is often limited by alcoholism or the consumption of other addictive substances. Concerts with the participation of tens or even hundreds of people were registered,” the report reads.

The interior further stated that the right-wing National Democracy and also the Workers’ Party of Social Justice had completely lost their relevance. “They can be referred to as a small fragment in the mosaic of the grouping, whose manifestations resonate with the hybrid action of the Kremlin regime,” says the department.
