“This is a country that is next to us and we communicate with it one way or another,” Peskov told reporters, according to Reuters. “We need to resolve serious issues, and that also requires dialogue, so in that sense we communicate with them like virtually anyone else. They are the de facto authority in Afghanistan,” he added.

Peskov did not specify what “serious issues” the Kremlin wants to address with the Taliban.

In March, Russia experienced its deadliest terrorist attack in twenty years, when a quartet of gunmen went on a rampage at a concert hall in the Moscow region, killing at least 144 people. An offshoot of the Islamic State, which operates in Afghanistan, claimed responsibility for the attack. The Kremlin has already admitted the involvement of the Islamists, but continues to try to shift the blame to Ukraine, which Russia has been attacking for over two years.

The Taliban ruled Afghanistan at the turn of the millennium, taking power again in 2021, when foreign troops led by the United States withdrew from the country.
