“Russia cynically ignores all norms of international humanitarian law. Last night, the enemy made an insidious attack on Odessa. Five people were killed and more than 30 injured. Among the victims are two children and a pregnant woman. Five people are in a critical condition,” Kostin said, according to the daily Ukrainska pravda.

The Prosecutor General published footage from a security camera that captured a series of explosions in Odesa on his Facebook account. Kostin said Russia carried out the attack with an Iskander ballistic missile carrying cluster munitions.

“It is an indiscriminate weapon, the use of which can lead to significant casualties among the civilian population,” Kostin noted, noting that metal and missile fragments were found within 1.5 km of the shelling site.

Kostin claims that the results of the investigation show that the leadership of the Air Force decided to use these weapons deliberately with the aim of killing as many Ukrainians as possible. “The investigation is ongoing. We will find and punish those who issue criminal orders to shell peaceful Ukrainian cities,” he said.

The Russian attack damaged residential buildings and civilian infrastructure in Odessa. After the attack, the Palace of Students, nicknamed Harry Potter’s Castle, burned down. The roof of the ornate building, which Reuters said serves as a private law academy, is almost completely destroyed after the attack.
