The decrease in bins in Pilsen still arouses great passion. Technical deputy Pavel Bosák (Pirates), whose responsibility this topic falls under, argues that some baskets were simply extra and unnecessary. But the opposition perceives it completely differently. According to her, there are not enough bins, trash cans are overflowing with trash, and the streets are littered with dirt.

“Three trash cans disappeared in our neighborhood. We have a dog and the only bin we have here overflows with bags almost every week. In my opinion, the number of uncleaned feces in the vicinity has also increased. But I understand that some people don’t want to go around the whole housing estate to find a basket that still fits,” complained, for example, Mrs Jarmila, who lives in Doubravka. She registered fewer baskets last year, but problems with overcrowded baskets remain.

The basis for the design of basket optimization was the material of the Department of Conception and Development of the City of Pilsen, which focused on the entire city furniture. Officials found that there are 30 types of waste bins in the entire city, ideally there should be five of them. At the same time, there was an extensive monitoring of city furniture, which was carried out by the city districts. The data was very up-to-date and they decided to take advantage of that.

“As a result of Deputy Bosák’s decision, 50 trash cans disappeared on Doubravka alone, without a concrete plan for when and which bins will be replaced. Other districts across Pilsen are in a similar situation,” the opposition representative spares no criticism Luke Hegner (ODS).

According to the technical assistant, this is the so-called optimization of baskets. According to him, some containers were placed chaotically in the past. In some places there were too many, in others there was a shortage. “At the moment, the correct response is to eliminate the less-used bin and replace the other used one with a larger container. In most cases, we collect waste once or twice a day. We have significantly increased the number of collections so that the total volume of collected waste remains the same. It is a living system that is constantly being modified.” he explained to the representatives Pavel Barefoot.

The city maintains over 3,300 bins. Their transfer and reduction has been ongoing since last year. As a result, there are about eight percent fewer containers in the city, i.e. about 250. “We also found out that a number of baskets were being exported empty. Yes, in the Fourth Circuit, 50 of them were overturned without compensation. That’s it. Most of them were empty and unused. Of course, the standard principle is that there are wastebaskets on all main routes, absolutely everyone uses them there. In the peripheral areas, only residents use it to clean up dog excrement. The basket is not used for anything else. You can see that from the pickups,” said the head of the municipal environment department Dagmar Svobodová Kaiferova.

Opposition representatives point out that complaints about disorder in the streets are increasing. According to them, not only baskets, but also containers are overcrowded. “The simplest solution would be more frequent cleaning accompanied by efficient waste collection from exposed places. That is why ODS proposed increasing the cleaning budget by 30 million crowns. Unfortunately, it was rejected,” the opposition complained.

Pilsen operates with the largest budget in its history exceeding 10 billion crowns, which is why we proposed that 30 million crowns be added to waste collection and street cleaning. However, our proposal was rejected by the city administration on the grounds that there is enough money for cleaning. We all see the result in the streets every day. Unfortunately, this is just another in a series of decisions that Deputy Bosák is making against those who live in the city.” Hegner added.

At the last council meeting, it was heard that the city is working on modifying the waste collection system. But it is not about any radical transformation. “The adjustment would only consist of increasing the frequency of collection at apartment buildings. That would be the only measure we are currently consulting on,“said the mayor Novel Zarzycky (YES). Due to the disorder in the streets, the town hall also introduced regular meetings with the mayors of individual districts and the leadership of Čistá Pilsen. “I have information from the mayors that Čistá Plzeň has accepted a number of their demands and is preparing specific measures,” added the mayor.
