Chomutov has assets worth billions. It is growing mainly thanks to new investments

Unsurprisingly, the highest item is the value of buildings. For example, buildings for services to the population, which include, for example, schools, social services or public administration, the office records at a price of 1.8 billion crowns. But the city’s property also includes other buildings and apartments worth hundreds of millions, as well as roads and public lighting worth 1.7 billion, utility networks worth almost half a billion, construction land, forest land, meadows, gardens, pastures and other property. This includes works of art worth more than 10 million or precious metals.

For comparison, ten years ago, the city registered assets in the amount of 6.6 billion crowns. In reality, it was more, and even today, Chomutov’s wealth is higher than the mentioned 7.46 billion crowns. According to the law, municipalities must register property at the prices at which it was originally purchased, even though their market price is significantly higher after a number of years.

“These are not real prices. They are severely distorted because we must not overestimate property. We value it at the current price according to an expert’s opinion only when we start dealing with it – for example, the sale of property is being considered,” explained Jan Mareš, chief economist of the Chomutov municipality. However, if it is not sold, the revalued property must be re-registered to the original amount.

The value of buildings also increases in accounting when the city invests in them and ensures, for example, insulation or overall renovation. The fortune is further increased by the newly classified property. As a result, a higher value is assigned in the records to the newest buildings such as the sports complex with the winter stadium in Zadní Vinohrady compared to the historically valuable property, which includes the ancient town hall on Náměstí 1. Máje.

A relatively high amount is also attributed to software, namely 64 million crowns. “It was purchased at current prices,” noted economist Mareš. “It’s all the software that the office uses: the accounting system, the resident registration system, the system for registering offenses and the radar,” he added.

The stock of the property is also reduced. Last year, for example, the former elementary school on Kamenné vrch, which was razed by the city, was removed from it. The abandoned and devastated building from the early 1980s was listed at the original value of 12 million crowns. The city wrote off the same amount after the demolition.

Last year’s wasted property worth around 300,000 crowns was also deleted from the list. It related to the unused project documentation for the basement of the town hall, 3D visualization for the parking lot in Blatenská and Zborovská streets, or project documentation for the forest road under Partizán, for which the city did not receive a subsidy, so the event did not even begin.

“These are studies and plans that were not realized as a result and remained in the ‘drawer’ even years later. Even if we were to return to them, an update would need to be made,” explained Mareš. According to him, however, there are not many assets disposed of in this way.

The property of the city goes through an inventory every year, as required by the legislation. According to the chief economist, it is controlled by 15 inventory commissions, in which there are 56 workers. They work on the inventory for two to three months.
