The new minister for science is not a star, he has scars in predatory journals, say experts

--

“A person who values his results will not send his article to such a journal. This is a big concern for me. For me personally, it’s probably worse than the case of Ms. Langšádlová, who although she never did science, which was her clear handicap, but at least she didn’t publish such trashy publications,” Michael Komm, vice-chairman of the Science Alive Forum, told Novinka.

Predatory journals are periodicals that outwardly appear to be serious scientific journals, but in fact are not.

“It tends to be that peer review of articles is just a game because there is generally none and they publish whatever comes their way. So there is not even a guaranteed level of quality for scientific publications. Sometimes they show big names in the editorial boards, but they are often not there at all. Sometimes people sent complete nonsense there, for example, and it came out, even though the texts made no sense at all,” he described.

TOP 09 preferences are poor. According to political scientists, Langšádl’s successor must be a star

It is the reporting of publication activity that is important for researchers in their careers and in terms of income. For example, if they are applying for a doctorate or a professorship, they must report a certain number of publications in scientific journals. They represent the number of publications, for example, in applications for grants.

His publishing activity is really not a miracle, it is almost about nothing

Daniel Munich, IDEA

“In the past, scientists were guided to this by a system for evaluating scientific outputs called kafemlejnek, which added up points for published publications. A person could make a great publication in the prestigious Nature or they could catch ten predators and get the same number of points for it. So scientists who did not do high-quality science could somehow survive and get funding in that system,” explained Komm.

But in the case of associate professor of economics Tulej, the publishing activity is not dizzying. “We found one publication that looks like a standard impact publication in some relatively solid journal. Then there are three predators, and then there are collections, textbooks. It’s not like he has a huge publishing business in quality magazines and happens to have three predators. It gives me the impression that he has never done proper science,” he said.

According to Komm, this will have an impact on his reputation, but it will also raise concerns about the direction the resort will take. “When he has experience with publication waste and his academic experience is from the regional university in Opava, how will he ensure that the quality of scientific institutions increases?” he wondered.

It took a scientific celebrity

Tuleja’s work did not excite the economist and head of the IDEA Institute at CERGE-EI, Daniel Münich. “The publication activity is really not a miracle, it is almost about nothing, but it is not a ticket to the role of minister, although excellence in science would probably ensure him authority over the powerful players with whom he will negotiate,” he told Novinkám.

However, political scientist Ladislav Mrklas expected that TOP 09, after the recall of Langšádlová, who had gained respect in the scientific community, would come up with a prominent name in her field.

“I would expect that the one he wants to put there will be some sort of science celebrity. That they will attract the former rector, the head of the Academy of Sciences, a successful scientist who has a chance to attract attention thanks to his name. If it will be an unknown career politician, I don’t understand why TOP 09 is doing it at all,” he said some time ago.

TOP 09 clearly bet on Tuleja. He is to become a minister on Monday
