“The shelling in and around the site should be stopped immediately to prevent further damage to the plant and related facilities and to ensure the safety of employees and preserve the physical integrity of the plant,” the report said. “This requires the agreement of all parties involved to establish a nuclear safety and security buffer zone around the IAEA,” the IAEA added.

Russia took control of the Zaporozhye nuclear plant shortly after launching its invasion of Ukraine in February this year. IAEA inspectors arrived at the facility last week on a several-day mission due to concerns about the safety status of this largest European nuclear power plant. Both Kyiv and Moscow accuse each other of shelling the compound and attacks near it.

According to the report, inspectors also saw evidence of damage, according to which the shelling damaged, among other things, a building with a storage of nuclear fuel and nuclear waste. Experts also witnessed shelling and, for example, had to evacuate to the ground floor of one of the buildings on September 3.

The roads, roofs, walls and windows of some buildings and the overpass connecting the blocks are also damaged. The inspection also noted various repair works, but according to her, more will be needed.

Constant danger

“(The inspection) noted with concern that the shelling may have affected structures, systems and individual security-related equipment and may have had significant security implications, causing loss of life and injury to personnel,” the report said. The head of the IAEA, Rafael Grossi, who led the mission and visited the Zaporozhye facility with it last week, said that while previous attacks have not yet caused a nuclear crisis, they represent a constant danger.

Today, Grossi will also present the findings of the inspection to the UN Security Council, writes the AP agency.

In previous weeks, Ukrainian and Western representatives also talked about the location of military units and military equipment in the power plant area. The British Ministry of Defense or the US State Department have said that Russia is using the device as a protective shield. Kyiv has warned that Moscow is stockpiling weapons at the site.

“The (IAEA) team noted the presence of Russian troops, vehicles and equipment at various locations of the Zaporozhye Nuclear Power Plant, including several military trucks on the ground floor of turbine halls of units one and two,” the IAEA said in a report. The inspection also took photos of the vehicles in the turbine halls.
