Extraordinary meetings are usually convened at the instigation of the opposition, which is thus trying to establish its agenda. Due to the obstructions from the opposition ANO and SPD, which accompany this electoral period, the governing coalition proceeded to use the instrument of an extraordinary meeting to try to discuss the regular agenda, for which there is not enough time.

In the first reading, deputies should discuss, for example, the government’s amendment to the Labor Code, which provides for an increase in the minimum wage until 2029. It should then correspond to 47 percent of the average wage. It also comes with the fact that, from next year, guaranteed wages according to expertise, responsibility and work demands will apply only to the public sector, not to companies.

In the first reading, MPs should also deal with proposals for new laws on the regulation of lobbying or on an integrative social enterprise. They should also discuss a parliamentary proposal that introduces a new important day into the calendar. October 12 is supposed to be Samizdat Day for them.

There is also a third reading of laws on the agenda, which the Chamber can approve only on Wednesday and Friday. He can allocate other days only if he approves it, but at least two parliamentary clubs can veto it.

Deputies could thus approve, in particular, the parliamentary amendment to the act on archiving and the amendment to the act on the protection of the agricultural land fund. An amendment to the Water Act is awaiting approval, which is supposed to specify the procedures for the liquidation of accidents on rivers. An amendment to the Act on Addictive Substances is also pending approval, which regulates the handling of substances such as kratom or hemp with a low content of the active ingredient THC. The final third reading on the draft agenda of the meeting is an amendment to the Insolvency Act, which could, among other things, shorten the debt relief period from the current five years to three years for all debtors.
