Construction of the last section of the D35 highway from Svitavy to Mohelnice will begin next year

The Directorate of Roads and Highways has begun to deal with the stamp for the construction of the last section of the D35 highway, which does not yet have a building permit, from the Old Town near Moravská Třebová to Mohelnice. Its construction, like the previous section from Opatovce near Svitav to the Old Town, will be directed by a private investor, and if everything goes well, both sections will begin construction next year. It should be finished in 2029, when the entire D35 highway from Hradec Králové to Mohelnice will be built. Take a tour of it in the visualizations.

ŘSD has begun to solve the most important stamp for the construction of the last prepared section of the D35 highway between Hradec and Olomouc, namely the 18.2 kilometer long section between the Old Town near Moravská Třebová and Mohelnica, where the highway now ends. The newly established Transport and Energy Building Office (DESÚ) started a joint procedure for the location and permit of the building. The ŘSD is already at the end of the project preparations, it has issued a zoning permit and purchased 70 percent of the necessary land.

“It is the last section between Ostrov and Mohelnica, where a valid construction permit has not yet been issued,” said Radek Mátl, director general of the ŘSD.

The PPP method is a highway construction system on debt. A private investor will build the highway and take care of it for a selected period of time. The state will then pay him for using the road.

If all goes well, construction will begin next year, just like the previous section from Opatovce near Svitav to the Old Town. Both sections are connected to each other and will be built using the PPP method (Editor’s note: Private-public partnership), i.e. with the involvement of a private investor (concessionaire). This is in contrast to all other sections of the D35, the construction of which is completely under the direction of the state. However, it is accompanied by a number of complications. The first competition for the selection of a so-called consultant for the construction of both sections had to cancel the RSD, the winner of the repeat was the association White & Case, PricewaterhouseCoopers Czech Republic, SIEBERT + TALAŠ and Mott MacDonald CZ. It already has experience with the construction of the South Bohemian D4.

The two connecting sections from Opatovce near Svitav to Mohelnice have a total of 34.8 kilometers and will cost 34 billion crowns without VAT, according to the ŘSD estimate. It will include Dětrichovský tunnel, which will become the longest highway tunnel in the Czech Republic. The next tunnel will be near Maletín.

The D35 motorway will replace the current congested state road I/35 and will also take over part of the transit from Brno’s D1. Increase in traffic on I/35 is already visible with the additional completed sections of the D35, which will be the northern highway connecting Bohemia with Moravia. Most sections are already under constructionall the way to Svitavy, drivers will drive along the highway from Hradec without interruption in 2027, when it will be completed section around Litomyšl. Then only the section from Svitavy to Mohelnice will be under construction, which will complete the D35 in the part from Hradec Králové (or from the D11 highway) to Mohelnice.
