The Polish company will appeal against the verdict of the ŘSD, the ŘSD will decide on the appeal again.

“We continue to stand behind the submitted offer. We will therefore file an appeal and believe that it will be decided in our favor. From the very beginning, we invested a lot of energy in the selection process. To give up would contradict the very spirit of our company,” Diana Zyglewská, spokeswoman for the Polish company, told Novinka.

Dispute over tunnels

Budimex, which is about 350 million crowns cheaper than MI Roads, eliminated ŘSD due to allegedly insufficient qualifications in the construction of tunnels, of which there are exactly two on the twenty-one-kilometer route from Královka to Trutnov.

“We have the appropriate qualifications, including teams of experienced tunnellers,” asserts Zyglevská.

However, the director of ŘSD Radek Mátl stated that Budimex did not provide the necessary qualification criteria despite repeated requests. “In addition to the submitted references from the field of tunnel construction, we also have experience in the implementation of tunnels in Poland and Spain,” responded Budimex director for the Czech Republic and Slovakia, Krzysztof Sokołowski.

Construction on the Czech side is scheduled to begin this October.

Ivan Adamec (ODS), chairman of the Economic Committee of the Chamber of Deputies of the Parliament of the Czech Republic, considers the decision to exclude Budimex from the strategic transport construction to be unfortunate.

“The Poles have been on the border with the S3 highway for a long time, and we haven’t even kicked it yet. Nevertheless, the Minister of Transport Martin Kupka (ODS) assured me on Friday that construction will begin in October this year at the latest,” Adamec told Novinkám.

A decision has not yet been made as to who will start building at all.

The construction of the D11 from Královka to Trutnov, directed by Budimex, was originally supposed to start last year on December 19. Polish construction machinery has been lined up at the border since the end of last year.

The connecting S3 highway from Szczecin, which will take all transit traffic from the Baltic and its ports, will be fully operational by the Poles on July 12, according to the latest information from Novinek. Bordering Czech municipalities, where tens of thousands of cars will start to pass daily, fear that real hell on earth awaits at least until the end of 2027, when the D11 is expected to be completed.

“We are already reconciled to it. What can we do. The Poles we meet here took it for granted. I told them just so you wouldn’t be surprised,” stated Tibor Terbák, the mayor of the border town of Královéc (independent).

People in the border region still do not understand why the ŘSD eliminated a company that more than half a century ago in the Czech Republic demonstrated its ability to build high-quality roads in extreme mountain conditions. According to them, the roads built by Budimex in the Krkonoše have been in use for years, unlike a number of others built by Czech builders, with minimal repairs.

The completion of the D11 from Královka to Trutnov for more than 11 billion crowns represents the most expensive highway section in the Czech Republic so far. A kilometer will cost more than half a billion crowns.
