The Ministry of Education has prepared measures for the problem of the exclusion of Roma pupils

The measures and the so-called action plan were presented by Deputy Minister Jiří Nantl in March at a meeting of the Committee of Ministers of the Council of Europe in Strasbourg.

Tereza Fojtová, spokeswoman for the Ministry of Education, wrote to ČTK in response to Amnesty International’s report, which criticizes the Czech Republic for not making progress in solving the de facto segregation of Roma children in education.

“The measures cover three areas from school support to counseling system reform and ethnic desegregation. The goal is to reduce the representation of Roma pupils in special schools and classes and in ethnically segregated schools,” said Fojtová.

Changes also in counseling

The measures should relate to the adjustment of the financing system of regional education. At the same time, methodical, personnel and financial support for schools should be set according to how many socially disadvantaged pupils are educated there.

According to the ministry, the quality and efficiency of school counseling facilities should also increase. This should be achieved by strengthening the ministry’s ability to manage counseling facilities.

The resort also wants to focus on the offered capacities of counseling facilities, it follows from the action plan. According to the ministry, the Czech Republic submitted it at the end of last year.

According to the Ministry’s action plan, an amendment to the Education Act should also help. The draft amendment, on which the department will now settle comments, should bring about the so-called fallout of consultations.

According to the draft, primary and secondary schools should be obliged to provide counseling services, and educational counselors and school prevention methods should participate in their provision.

In elementary schools, school psychologists or special educators would also participate in the provision of counseling services. Elementary schools would be entitled to secure the services of a psychologist or special pedagogue through a counseling center. The amendment also deals with the adjustment of financing of regional education.

The Ministry will also cooperate with the National Pedagogical Institute and the research organization PAQ Research in creating and disseminating a methodology for school founders to eliminate ethnic segregation.

The representatives of the institutions signed a memorandum of cooperation last week. According to the ministry, individual regions, cities and municipalities should support the methodology with educational, consultation and analytical activities.

To create a tool to fight ethnic segregation for schools and their founders, representatives of the ministry and organizations can use, for example, the website desegregace.cz.

According to the authority, this website provides over 40 specific interventions that improve the quality of education so that anyone can succeed at school.
