According to the rules of procedure of the Podbořany city council, councilors meet for meetings as needed, but at least once every three months. This time, on April 10, the House of Representatives met already a month after the last meeting, which took place on March 6. The missing two members of the City Council had to be elected, and not only that. Let us remind you that last time Rastislav Novák from the ANO movement gave up his councilor mandate and Roman Hladík (Naše Podbořansko) also left the city council. So now the representatives elected (by acclamation) Leo Peterka (Our Podbořansko) and Tomáš Vaňek (Podbořany – our home) to the city council.
Furthermore, the council took note of the information on the result of the selection of applicants for the lease of boiler rooms, including complete technological equipment that supplies heat and hot water to end users, and recommended that the council approve the conclusion of a contract with the applicants in the specified order: as the first company Czech Energy Jablonec nad Nisou, 2nd in the ranking of ITES spol. Stochov.
Next on the agenda was a draft measure of a general nature, which establishes the local real estate tax coefficient for defined real estate in the form of a public decree. “With this proposal, the city council seeks to establish a local coefficient for those parts of the city in which there are industrial and agricultural areas, abandoned and dilapidated real estate, i.e. those that have a negative impact on the city and settlements. E.g. higher burden on public infrastructure and the environment and other negative effects associated with these campuses and properties. In the case of long-term abandoned and dilapidated real estate, higher taxation is an attempt to motivate the owners to reconstruct the buildings and use them. The proposal of the measure is to establish a local coefficient also for plots of arable land, gardens, orchards and permanent grasslands, to which an exception is applied according to the law. The reason for determining the local coefficient also for these types of land is the fact that they are part of areas and areas that have negative effects on the city and settlements. By proposing measures of a general nature, the city aims to individualize the amount of tax on immovable property in such a way as to take into account the unequal load on common space and shared infrastructure. Therefore, it is proposed to impose a higher tax on entities that are direct or indirect causes of increased burden on the environment and the city’s transport and technical infrastructure (emissions, noise, dust, shocks, increased traffic intensity, etc.). The funds obtained in this way will be used mainly for the maintenance and repairs of the city’s infrastructure and for measures to reduce the negative effects on the environment in the city,” justified the proposal of the Ministry of Interior.
In the end, the payment of rewards for Mayor Radek Reindl and Deputy Mayor Stanislava Čapková was discussed. At the March meeting, this proposal was not approved (due to the lack of an opposition vote) and no resolution was actually adopted then, i.e. neither disapproving nor approving. This time it was successful, and the representatives approved the payment of remuneration in the amount of two months’ remuneration to the mayor and deputy mayor – both for work and activities beyond the scope of work duties, active fundraising for the city budget and for city events, etc. With a payment date of 11.4. 2024. The addition also approved rewards for city employees who have been employed for more than 3 years.
