The bridge attracts experts to its Brasilia. However, the criticized Repre project will not stop

An international conference on the development of the city planned for June 2025 will be part of the event, which will influence the shape of the most important part of the Bridge for decades to come. The town hall wants to announce the competition by the end of this year. The space between Budovatelů avenue, Šibeník, Střed park and Jaroslav Průchy street will be addressed. There are, for example, the town hall, tax office, post office, theatre, cultural center Repre, hotel, shopping centers Central, Prior and Lidl, savings bank, Jungle arena, Tři sýry and a high-rise building known as SHD-Komes.

Finding a contest organizer is just the beginning of a very complicated process. “Many further steps await us in the coming months and years,” said Mayor Marek Hrvol.

The city is assisted by external architect Jan Harciník, who is in charge of the city’s urban planning and public space. He assumes that the competitive dialogue will arouse great interest at the European level. “We all strongly believe in that,” he said. Five to ten teams with architects, urban planners, landscapers, urban economists and strategists could apply, who are expected to come up with a comprehensive and realistic proposal for a more attractive center of Most.

This will not start to change immediately after the competition. This would cost an estimated 2.5 billion crowns. The city doesn’t have that much. Moreover, most of the buildings in the center are private, so the concept will focus mainly on public space. “We only have a basic idea of ​​what transformation this area should go through, but we don’t know a concrete solution. There is a competitive dialogue for that,” said František Jirásek, head of the town hall’s investment department. For example, Prague used the competitive dialogue to revitalize the Karlova náměstí park, which is one of the most important public spaces in the Czech capital.

According to the architect Harciník, Most is a unique modernist city that was created on a green field in a very short period of time and does not have a long-term historical development like other settlements. “The uniqueness of the Bridge is absolutely essential. The right grasp and the right approach to its further development therefore require unique steps,” added Harciník.

Comparison with other cities in the Czech Republic is difficult to find. Experts like to compare the Bridge, especially its center, to the famous capital of Brazil, which was similarly created in the 1960s based on a modernist concept. The center of Most also has buildings with huge potential for surrounding public space. It should have been more built up once, because the Most was planned for 100,000 inhabitants. But it failed, so the vast oversized spaces lack a human dimension, they are difficult to use and maintain, and in many places they are falling into disrepair. The condition of the buildings is also deteriorating. Repairs are rather haphazard, uncoordinated and only temporarily patch the flaws. The goal of the competitive dialogue will be to find a new meaning for the center, to make it more of a “living room” for people, not an empty, neglected periphery. That is why a design manual will be created, which will guide, for example, the selection of high-quality surfaces or furniture.

The current Repre reconstruction project, which is criticized by a number of experts and part of the public, will not be stopped by the town hall and wants to start implementing it this spring. “The project has been in the works for an awfully long time. It’s already a bandwagon. Of course, it could be stopped, but the positives of the Repre reconstruction are more than the negatives,” said the mayor.

At the same time, he admitted that the reverse procedure would be more appropriate – first a competitive dialogue for the development of the center and only then a decision on the reconstruction of the Repre. However, politicians could not agree on this order in the past election periods, because they gave priority to the cultural center. The city management, which points out the poor technical condition of Repre, wants to use a hundred million subsidies for its reconstruction in order to save the city hall’s money for other investments. “I keep saying, better now than never. The reconstruction of Repre has a number of benefits for the center and the entire city,” said the mayor.

The tender procedure for the reconstruction of Repre has not yet ended. One of the four bidders for this construction contract recently filed an objection against the city’s decision to select a contractor. The town hall rejected the objection in mid-March, so the complainant had a ten-day deadline for possible submission of an initiative to the Office for the Protection of Economic Competition. If the company does not submit an initiative, the city concludes a contract with the selected supplier. Otherwise, the city will face possible further administrative proceedings by the state authority and the rebuilding of Repre will not start according to the notified plan.

During the competitive dialogue, experts will be interested in Repre and its change, because it is a valuable object. “Of course, we cannot avoid the topic of Repre,” confirmed Harciník. Just like the mayor, he did not rule out that such a concentration of experts may affect some sub-parts of the already approved reconstruction. These would probably only concern the surrounding area. The actors of the competitive dialogue will not have the right to stop the works on Repre, if they happen. That is the responsibility of the politicians.
