Whoever wins it will first have to apply for a hundred allowances, if he did not earn at least an average monthly wage from his artistic activity. The Ministry of Culture will provide two hundred million crowns for this support.

According to the ministry, your task is to “strengthen the status of culture in society, help its development and support a quality cultural environment”. “In the absence of an effective tool of financial support even for performing artists who cannot devote themselves fully to their artistic profession, the security of these persons must first be called for,” he stated in the proposal.

According to the ministry, the support should average around 90,000 crowns per year. In order for an actor, artist and musician to apply for it, they must at least receive a change of artist status. For a fee of 1,000 crowns, anyone who has been an artist will be able to apply for entry in the register of artists. activities for at least 24 months in the last few years. The Ministry of Culture will decide on that, it seems reasonable enough.

Subsequently, a registered artist will be able to apply for a contribution to a painting or study activity. According to the proposed rules, those who, even as OSV, will receive support according to the proposed rules, will receive at most half of their employment obligations. I’m also not allowed to be a student. The basic condition of the bag is that I’m allowed to earn things, not the average monthly wage in the national economy, which is currently about 44 thousand crowns gross.

However, according to the draft, the last condition is only income from artistic activities. The current salary, which must make up more than half of all the artist’s income. Theoretically, someone who earns 80,000 crowns gross, if 41,000 comes from the arts and 39,000 from other activities, can apply for pension.

This is also confirmed by the statement of the Ministry of Jana Zechmeisterov. “He meets the condition that his monthly income from artistic activity makes up at least half of his total income and at the same time does not exceed the average salary for this period.”

However, even when the registered artist meets the conditions, he will not automatically receive support. “The condition is that it is assessed by an expert committee. And that, of course, with respect to the budget monies of the Ministry of Culture.”

Moreover, the Ministry of Labor considers the first security that the Ministry of Culture promises in the proposal to be economic security.

At the time of consolidation of public finances, even the Ministry of Finance did not agree with the proposal. Moreover, according to him, there is no financial reason to favor only a certain group of people.
