Ukrainian Foreign Minister Dmytro Kuleba explained why Ukrainian consulates will not issue new passports to men of working age living abroad. According to him, it is not possible for others to fight for them at the front and they receive services from the state. The decision is part of a new campaign by the Ukrainian authorities, which are trying to prepare a new wave of mobilization.

The restriction applies to all Ukrainian citizens, men between the ages of 18 and 60. It means that if these people live somewhere abroad and need any kind of consular service, from a criminal record to a new passport, they should return to Ukraine. The consulates will only issue documents for them to return to the country, and there they should register with the military administration. It is an effort to somehow get people back to the land.

Ukraine is preparing for some kind of mobilization in the near future, both General Oleksandr Syrskyi and his predecessor Valery Zaluzhnyi talk about it. They say that Russia currently has a manpower advantage of up to four to one.
But what the whole law was created for in the first place is that the Ukrainian army de facto had no idea how many people it could mobilize and where they might be located. Since the creation of the current army, military administrations have not been anything prestigious. Some records did exist, but often only on paper.
Now they are faced with the fact that, for the last year, they mobilized practically only in the villages, because those were the only people of whom, at least, they knew where they were. They didn’t really know where the people who lived in the city were.
So the point of the whole law is that everyone should register, all men had to carry a military book, and thus the army could choose in some way. Of course, this does not mean that he will immediately mobilize five million people. It’s not even humanly possible.

The fact that Ukrainian consulates will no longer issue new passports will not affect so many Ukrainians in the Czech Republic. Those who came after the age of 22 are overwhelmingly women and children or people over the age of 65, who are not affected.
On the contrary, it may refer to those people who lived here before the beginning of the aggression. At that time, around 280,000 Ukrainians lived here legally.
These were mostly men who worked here, either on construction sites or at the Academy of Sciences. These people will solve the dilemma, because if, for example, their passport expires in a year, then they should rightly go back.
But this means that they will no longer be able to leave Ukraine legally, because that is prohibited for all men of working age. So they will have to decide whether to lose the job they have here, come back and look for another job there, or maybe enlist straight away. There are also some exceptions, for example for those who have three or more children.
