Inspectors of the State Veterinary Administration (SVS) in the Olomouc region discovered abused dogs and sheep kept in completely unsuitable conditions during a breeding inspection in the village of Loučka in the Olomouc district. That is why they proposed to the municipality with extended jurisdiction (the city of Litovel) to provide alternative care for animals. The inspection was carried out at the request of the police.

During the inspection, veterinary inspectors found that the breeder keeps 15 dogs (four adult hybrids, 11 puppies) in the house and two unmarked sheep and two lambs outside in the yard. Most of the dogs were in poor nutritional status. All dogs were found to be heavily infested with fleas, fur contaminated with feces and urine. The puppies were emaciated and had internal parasites.
The dogs occupied basically every area of the house, where most of the floors, walls and furniture were stained with feces and urine. The interior smelled strongly of ammonia. There was no dry and clean place for the dogs to lie down and sleep on the premises of the house. In addition, the breeder did not have any feed available at the time of the inspection. The dogs multiplied uncontrollably in the said unsuitable conditions.
The sheep were kept around the house, among waste and dangerous objects that could injure them. At the time of the inspection, the sheep were fed only absolutely unsuitable pasta, no hay or water. They were in poor nutritional status, showed signs of apathy and had bloated bellies.
Veterinary inspectors assessed the condition of the animals as completely unsatisfactory and suggested that the animals be transferred to alternative care immediately. On the basis of this proposal, ORP Litovel workers decided on the spot about provisional replacement care. At the same time, the police started their own investigation. The same day in the evening, the animals were transferred to replacement farms.
