At the same time, he pointed out that new European aid to Ukraine has not seen an increase in recent months.

“Europe has clearly not been able to fill the gap created by waning American aid. This applies especially to munitions, because the European defense sector is building production capacities very slowly,” said Christoph Trebesch, who heads the project mapping international aid to Ukraine at the IfW. According to the institute’s preliminary estimate, the new US aid package includes military aid for Ukraine in the amount of approximately 23 billion euros.

“It’s a much-needed boost, but it won’t be a game-changer on a large scale and will only provide temporary relief. If the US does not approve any additional support packages at the end of 2024 or in 2025, Ukraine will very likely face the same shortfall in support in 2025 as well,” Trebesch believes.

The Kiel Institute for the World Economy concluded that total European military aid to Kyiv so far amounts to 42 billion euros, thus comparable to the US equivalent of 43.1 billion euros. Together, the two economic blocs account for more than 95 percent of all military aid to Ukraine, which amounts to around 88 billion euros, the IfW said.

In recent months, according to Trebesch, Europe has matched the United States in terms of military aid to Kyiv. According to IfW, ammunition for heavy weapons has been provided to Ukraine mainly by the United States, while the EU mainly equips it with air defense systems, howitzers and combat vehicles such as tanks.
